Wilson Resigns from Village of Belleville

The Belleville Village Board held a special meeting on March 25, 2021. The meeting was held virtually. As part of the special board meeting, the board discussed the proposed sale of $970,000 of General Obligation Promissory Notes. Of that $970,000 the majority of the money, $933,260.45, will be for capital projects this year. The capital projects include repair to the dam. Village Administrator Brian Wilson noted that it is expected that once the repairs are completed, FEMA will refund 80% of the project. The projected cost of the repair is $865,396, of that amount the Village already has $599,468.55 from a 2018 borrowing. The remainder, $265,927.45, will come from General Obligation Promissory Notes.
Other expenses will include funds for the Remy Road bridge, a new squad car, plow truck, street sweeper, pickup truck, funds for the Fire Association budget, as well as other items.
The board also discussed the resignation of Village Administrator/Clerk/Treasurer Brian Wilson. He told the board that he had taken a position as City Administrator for Delavan, WI. Wilson’s last day will be April 23, 2021.
Wilson said that he would miss Belleville and the board, as well as the committees, residents and businesses he had worked with.
Wilson also noted that in the last five years the Village had accomplished many great things. The population of Belleville has grown to 2,385, added 113 new residential units, four commercial buildings, and increased the Village’s equalized value by $84,153,200.
Wilson said in his letter, “The people here take pride in this community and show their love and commitment to each other in everything they do from Music in the Park to fundraising for the new library to supporting and operating the Food Pantry.” Wilson also thanked Village President Roger Hillebrand, the board and the village employees.
The board approved using the same hiring consultant that had been used to hire Wilson.

Meeting dates were set for future Committee meetings.
The board adjourned to closed session to discuss Water Quality Trading Agreements and the possible appointment of employees as Interim Clerk, Interim Administrator/Treasurer and/or Interim Executive Director of the Community Development Authority.
