Special Event Permit Issued for Brazen Dropouts Cycling Race

The New Glarus Village Board met on May 16, 2017. Trustee Denise Anton-Wright was absent.

There were no public comments.

The board approved the Consent Agenda which contained Special Event permits for a number of upcoming events including Polkafest, Beer, Bacon & Cheese, Taste of New Glarus, New Glarus Music Festival, and the Memorial Day Parade.

Permits and/or street closures were also approved for Fuelfed Motor Gear 250 Rally on June 2, 2017. For this event, 4th Avenue between 2nd Street and Railroad Street will be closed.

A Special Event permit was also issued for Brazen Dropout - New Glarus Omnium (Cycling Race) for July 29-30. The Brazen Dropouts is planning on expanding their event from last year to include a race in downtown New Glarus on July 30th. The route was modified after meeting with the Public Works/Public Safety Committee on May 10, 2017. The modified route for the July 30th race starts on 3rd Avenue next to Glarner Park and goes west to 5th Street, then south on 5th Street to 5th Avenue, east on 5th Avenue to 3rd Street and north on 3rd Street to 4th Avenue; east on 4th Ave to 2nd Street ten north on 2nd Street to the 3rd Avenue starting point. The streets will be closed between 6:00 a.m. to 7:00 a.m. The group is expecting approximately 300 participants in 11 races that will be run sequentially (10-15 minutes apart). The group also requested placement of port-a-potties in Village Park and amplification devices at the start/finish line from 8:30 a.m. to 5:30 p.m.

Following the approval of the Consent Agenda, Dave Maccoux, of Schenck SC., the Village’s Auditor gave a presentation on the 2016 audit. Among other findings, he reported that the outstanding general obligation debt as of December 31, 2016 was $6,282,599. This compares to $5,927,053 at the end of 2015.

He told the board that overall the auditors were pleased with the audit process and final report.

Charles Loeffelholtz was appointed to the position of Public Works Laborer II to replace Todd Ruegsegger who resigned in April.

Village staff had received two bids for a new Utility Truck from Utility Sales and Service out of Appleton for a Ford Model and a Dodge Model. It was noted that Utility Sales and Service is on the State Vendors list. The bid for the Ford Model was $130,339 and the bid for the Dodge Model was $134,718. Although the Ford was less expensive, village staff recommended the Dodge, since it was a more solidly constructed vehicle. It was reported that the Ford would need to be reinforced to house the required equipment. The board approved the purchase of the Dodge at a cost of $134,718. The board also approved the purchase of an upgrade to the Waste Water Treatment Plant’s Supervisory Controland Data Acquisition (SCADA) system at a cost of $28,790, including equipment, installation and initial support.

Administrator Bryan Gadow reported the assessors met with several property owners during the Open Book. He noted that if property owners intend to appear before the Board of Review to object to their assessments, they need to file their intent with the Village’s Clerk’s office by May 26, 2017 at 4:00 p.m. for appearance at the May 31, 2017 Board of Review.

The Board approved the appointment of Dave Wyttenbach to the Joint Review Board.

The Board also approved the appointments to the Community Development Authority. Lori Rodefeld will serve the remainder of a two year term to end in 2019. Carol Hassemer will serve a four year term that will end in 2021.

Finally the board approved resolutions and proclamations recognizing:

National EMS Week (May 21-27);

Resolution in Appreciation of Village Forrester and Volunteers for Tree Planting;

National Public Works Week (May 21-27).
