Chicken Ordinance Passes in Village of Monticello

The Monticello Village Board met for their regular meeting on Wednesday, May 3, 2017, at 7:00 p.m., in the Village Hall Boardroom. All board members were in attendance.

A Public Hearing was held regarding the Facility Plan for the Proposed Waste Water Treatment Plan Upgrade. Bart Nies of Delta 3 Engineering gave a brief overview of the plans needed for upgrading the Waste Water Treatment Plant. Following his explanation, there was a short discussion about current laws and how they affect the treatment plant, as well as possible future changes in those laws.

In the Public Works Committee report, Trustee John Teasdale made a motion to accept a bid from Northland Equipment Company. The bid was to remove the garbage compacter from the old garbage truck chassis and replace it with a dump bed at a cost of $10,285.40. Public Works would also keep the current hydraulic lift, which is only two years old. The 1984 GMC dump body could then be sold. The board approved on a unanimous vote.

A total of $15,535.00 was approved for street maintenance for South Main Street, South Monroe Street and Lake Avenue. South Monroe Street will be seal coated from CTH C to the Village limits. South Main Street will be paver patched from South Avenue to Park Avenue, and East Lake Avenue will be paver patched from CTH F to Pratt Road.

In the Public Safety/Fire Department Committee Report, Trustee Larry Strause reported that the committee had recommended a resolution that would create an Ordinance for having chickens in the village. Teasdale commented that he believed the Ordinance should be amended to require owners of chickens to re-register and pay a fee every three years. Following a discussion the board approved the amended Ordinance and Fee Schedule.

Trustee Rene Nicholson gave the Parks and Recreation report. She presented the committee’s recommendation for hiring lifeguards and the salaries for the lifeguards. She also requested reimbursement for the lifeguards. Following a discussion over last year’s salaries, the board approved the requested salary increases. There was a bit of confusion over whether the salary information provided to the committee was for last year or this year. Eventually the board approved the proposed salaries.

At approximately 8:00 p.m., the board went into closed session to consider “employment, promotion compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility, Police Chief position.”

When the board returned to Open Session at approximately 8:15 p.m., it was announced by Village President Tere Dunlap that no action would be taken but that there may be a Special Board meeting held sometime before the next regular meeting on May 17, 2017.
