No Discussion on Missing Funds in Monticello, Public Hearing for Proposed Budget Set
The Village Board of Monticello met on Wednesday, October 19, 2016.
During the Public Appearances portion of the meeting, Mike Johnson of Green County Development Corp., and Alicia Augsberger, the Monticello Village Attorney, introduced themselves.
Johnson urged the board to continue looking into more economic development. He said that he has had a number of inquiries from businesses looking for “sizable properties.”
The board had a short discussion on the proposed 2017 budget.
In an analysis and summary provided by Village Clerk DaNean Naeger, it was learned that the tax levy for 2017 totaled $581,885. This is an 18.57% increase over 2015/2016.
The equalized value tax rate for Village purposes is $7.57, which is $0.08 higher than the Village was operating with in 2016. The average assessed value for all homes in the Village of Monticello is approximately $100,000. The 2017 overall tax rate will result in a tax increase for village purposes only approximately $0.55 per $1,000 of assessed value, or $55.00. (Assessed value tax rate - $8.25.) This does not take into account other taxing jurisdictions, such as school, county technical college, etc.
Naeger explained that the CPI (Consumer Price Index) for the 2018 ERP (Expenditure Restraint Program) increased from .36% (which was used to calculate budget) to .92%. This allows the village to increase the budget $4,700 and still qualify for ERP of approximately $12,000. The added revenue will be placed in the Public Works outlay given that account was reduced to zero.
There was no discussion of the Squad Car Outlay Account or whether the funds that had been reported as missing had been found.
The Public Hearing for the proposed budget will be held on Wednesday, November 16, 2016, at 7:00 p.m.
