New Glarus Man Arrested for Sexual Assault of a Child

The New Glarus Police Department received information on June 21, 2017, regarding an alleged sexual assault that occurred in the Village of New Glarus from a nearby county human services agency. According to the report, the suspect involved inappropriately touched a female juvenile at his home on different occasions.

Due to a potential professional conflict of interest with the New Glarus Police Department, the Dane County Sheriff's Office was requested to lead the investigation. Subsequently a Dane County Detective was assigned to assist with the case.

Based on information obtained by the investigators, Matthew T. Ingham, 31, New Glarus, was arrested on felony charges of Sexual Assault of a Child, 1st Degree (Wis. Stats 948.02(1)(e), and Repeated Acts of Sexual Assault to a Child (Wis. Stats 940.025) on July 26, 2017. Ingham was incarcerated at the Green County Jail.

On July 28th, Ingham appeared in Green County Circuit Court before Judge Thomas Vale. Ingham was charged with Repeated Sexual Assault of Same Child (At Least Three Violations of 1st or 2nd Degree Sexual Assault); 1st Degree Child Sex Assault - Sexual Contact with Person under Age of 13; and Incest with Child.

Ingham posted bond and was given conditions for that bond. Those conditions included providing current residence address, current employer and employer address, and telephone numbers for himself and employer; to report any changes of the same within 24 hours to Green County Clerk of Court.

He also can have no contact with certain individuals, including the alleged victim.

Ingham also is not allowed to have contact with persons under age 18, including no physical contact, no contact through third persons, and no contact through any other means of communication including no telephone, cell phone text messaging, contact through social media sites, nor any other devices including electronic devices, except as necessary in the course of employment duties with the Overture Center and Brooklyn EMS. He may not possess or use the following items: computers, computer hardware devices to include, but not limited to, desktop, laptop, hand-held or tablet computers, PDAs (Personal Data Assistants), cellular/digital telephones with smartphone technology, digital video game consoles, digital audio recorders or players (such as iPods or other similar devices), digital video recorders, microphones, digital cameras and camcorders of any size and type, including but not limited to web cams, or any device with internet access; except for a cell phone and computer as necessary in the course of employment and to contact family only. Routers, modems, and network equipment used to connect computers to the Internet, except as necessary in the course of employment duties with the Overture Center and Brooklyn EMS.

Ingham may not leave the State of Wisconsin without the approval of the Court and must surrender his U.S. passport to the Clerk of Court within 72 hours of release and not apply for nor otherwise seek to obtain a replacement or duplicate.

A status conference before Judge Thomas Vale is scheduled for August 18, 2017.
