Monroe Police Arrest Man on Felony Stalking Charge

On August 14, 2021, at about 9:00 p.m., Monroe officers were called to a report of a suspicious male allegedly harassing a 13-year-old girl in the 1700 block of 16th Street. According to the complaint, the young girl had seen a suspicious man in a vehicle over the last few weeks in various locations, and that the man had made contact with her before. When the man stopped on the street by her again, she had run to a neighbor’s house, who called police.

The witnesses’ identification led to the stop of a vehicle in the 2000 block of 10th Street, after it drove by the scene of the complaint, and officers identified the driver as Chad Owen Osbaugh, 38, Monticello. Osbaugh was identified as being a registered sex offender. Osbaugh was taken into custody and has been initially charged with Felony Stalking, and was also taken into custody at the request of the Wisconsin Department of Corrections-Probation & Parole for a probation and parole violation.

Osbaugh was confined in the Green County Jail pending a court appearance.
