The Monticello Village Board met on April 17, 2019, in the Village Hall Board Room. The meeting was called to order by Monticello Village President, Leaora Miller.

In the Public Appearances section of the meeting, Richard Peach spoke to the board about approval to place septic systems on property he owns and would like to sell. Currently sewer does not extend to the lot, but village water service does. Neighbors also have septic systems and use village water. Following a short discussion, the board approved the request.

Miller presented a thank you plaque to former Monticello Village President Tere Dunlap on behalf of the Miller, Dailey and Walmer families.

Miller informed the board that she was nominating John Teasdale to fill the vacant Trustee Position. The board approved the nomination. Teasdale, who was in attendance, accepted the position.

During Rene Nicholson’s Park Committee report, the board learned that the Monticello Lions Club wish to build a shelter in Fred Voegeli Park. Plans call for a 16x16 shelter to be placed on the west side of Fred Voegeli Park. The board approved the offer from the Monticello Lions Club.

The board approved the placement of a fish limit sign on the bridge to the island. Nicholson said that a sign used to be there but was missing.

The board approved hiring Femrite Construction LLC to replace the pool doors at a cost of $7,480.

Village Clerk/Treasurer DaNean Naeger told the board about a number of conferences and workshops available to board members. Don Schneider said he would be interested in attending the 2019 Local Government 101, May 31st in Madison. No other board members were interested or able to attend any of the conferences.

The board also discussed the unfinished business of the event permit for the Car Show at Spring Fling. It was noted that the requested street closure for North Avenue and Kennedy Street had not been approved.

There was also a related discussion about policing for the festival. The police department proposed adding Kerry Williams as an officer, but that would put the police department up to six officers which goes against the personnel policy. After a discussion about overtime, it was decided to take the question to the Personnel Committee to review the policy.

Jerry Rufer spoke to the board about his water usage/water meter issues. He said that at that time he hadn’t heard back from Public Works. Clerk Naeger said that she had been told that when Public Works checked the meter, the water was not running. She said the next step is to test the meter. Rufer said he would like that done. The board also approved a change in the billing formula for the Boar’s Nest.

The board learned that a bike rack had been donated by Julia Marty-Watson. The bike rack, which holds five bikes, was placed on the corner of N. Main Street and North Avenue.

In the update on the Zwingli Cemetery fence, it was learned that the Historical Society indicated it was too far gone to be restored. The board discussed whether the Monticello Community Club might be interested in replacing or repairing the fence. It was decided that the Monticello Community Club would be contacted to see if they were interested.

The board approved a request from Bows, Banners and Boughs to put up spring banners on Main Street with the flags.
