Why Isn't the Road Fixed?

A recent Eau Claire Leader-Telegram story on road conditions mentioned that in their area, roads are costing motorists an average of $1,219 per driver in additional driving costs, and an overall statewide cost to motorists of $6.8 billion as per 2016 Wisconsin DOT data.
Meanwhile, here in America’s Little Switzerland, citizens were shocked after recent street flooding swept away the gravel that had been put in a large pothole. A neighbor stopped by the pothole to see how deep it was, and was shocked to find a long ago, gone-missing Yugo, at the bottom of the pothole we watched a former village administrator dodge each day for several years as he went home for lunch.
No license plates, Vehicle Identification Number nor bodies were found inside the Yugo. A criminal investigation showed no signs of a crime having been committed in the Yugo, leading authorities to believe the Yugo had belonged to a kind hearted person whose only motive was to fill the pothole that held the potential of becoming a neighborhood fishing hole for the kids.
Finally, we thought our block of 5th Street was going to be redone. For the past nine days, we’ve not been able to park on 5th Street. The blacktop crew got to the intersection on 4th Avenue and 5th Street and stopped there, being instructed to move to the south end of the project to complete the paving there. Several days later the Public Works department decided to tear up a soft spot there and fill it with gravel. No action since that time.
Is it asking too much of the New Glarus Public Works Department and Public Works Committee to repair the numerous potholes that are on the route the New Glarus Area EMS uses multiple times each week to do hospital transports from the New Glarus Home?
